Help dealing with Encore Receivable

I need any and all help I can get dealing with Encore Receivable Management.
For about the past three weeks, they have called anywhere from 1-5 times a day seeking a person (or persons) I do not know. I made the mistake of calling them back at their 866 number (866-652-3145) and asked to be removed from their calling list. They say they'll remove me, but the calls persist. When I spoke with them today, they listed eight different people who supposedly associated with this number; I did not know a single person they named.
I was advised by a friend to write a cease-and-desist letter, but am uncertain if that would have any effect since they are not trying to collect a debt from me personally.

Normally when you have asked the collection agency to stop calling you, they must honor it but since they have continued calling, you must know take steps against them. Send them the C&D letter as you were suggested and also report them to FTC. You can find the template of a cease and desist letter in this site.
