help please

Hi,

I am behind on payments of pay day loan. A guy names John Thompson cld and said he has a paper for cease and decist. Then he said you have no idea what i am talking about, then I said no. He said I need to call The deparment of check and business services in Tonawanda NY. I cld and Todd Evans answer the phone and he said was hello he didn't even say his company name. He said that he is representating Paychecktoday and that I have to make payments because it is fraud and I can go jail. I paid $50.00 and he said they will advise John Thompson not to cease or decit. Then John Thompson said the payment to the court didn't go through. I cld back Todd and I ask him and he said he doesn't know a john thompson. Then I ask him if John works for the police becuase it is my belief that they are the only one that can serve papers. can someone help
