DMP not working; can I do settlement now?

I have 3 BOA CC = $13k and 4 Chase CC = $9k.
I was on a DMP through CCCS Nevada they failed to pay my creditors on time leading to late fees, long story short I stop their services and now interested in a settlement. I called BOA & Chase they said they will not work with me because I was already on DMP, all they could do is refer me to another 3rd party credit counselor. My last payment was on Sept. 14, they have not called at all. Will they really not work with me because I was on DMP or is just to early to talk settlement?
Any help would be greatly appreciated, and I'm so grateful for this website. I have spent numerous hours reading the threads. I had no idea debt settlement was ever an option.

Normally when you go thru a debt management plan, the creditor agrees to stop late fees...that is usually in the agreement. You cannot blame CCCS...they pay thousands of debts and creditors and they cannot be expected to keep track of everyone's due. No credit counselor can.
