Obviously not going to accept but what is my next step? Do I wait and call at end of month with my offer?

You may. Try to speak to someone upper in the line of authority. The customer care representative may not have the power to lower the settlement amount.

I was going to send back settlement letter with hand written note saying I can only afford $1,100 asking them to send new letter.
What do you think?

I called today and said I could pay $1,100. He said 50% lowest
I called today and said I could pay $1,100. He said 50% lowest and will submit for approval. Charges off 12/3. I have to believe I should counter offer when I get the 50% letter?

i would counter, but then again keep in mind you may want to pre
i would counter, but then again keep in mind you may want to prepare for the charge off just in case. you may get a better deal anyhow through the collector but its up to you and if you can afford what they offered. if you can than you have no choice but to wait it out anyhow.
