Denial letter regulations?

Are there regulations on how a loan application denial letter is sent?
I recently tried to get a car loan and the dealer applied to 7-8 places so I got one denial letter after another. All were in inconspicuous sealed envelopes except one. It was more like a flyer - the denial statement on a piece of paper folded in three & sealed with tape. When I got it out of the mail box I was a little annoyed to see the seal was already broken so my postman and others who handled this peice of mail could have easily seen this private & somewhat embarrassing information.
