DV letter, no answer?

I live in CA and sent out a DV letter to URS for an AMEX debt within the 30 day window. What are my rights if they do not respond to the DV letter?
Also AMEX sent a letter around the same time I received a letter from URS stating that the account had been transfered to URS. Yet I can still pay AMEX online if I want to. Is transfered some technical word that is a loophole for them to use? They refuse to talk to me about paying them back.

dont pay anything without the dv letter. if they take you to co

I am in the same boat. What I figured out is that URS is a 3rd party working on behalf of American Express. They did not buy debt but are servicing it. Them may not validate debt because it is still held by American Express
