Keep it simple, and only offer amounts you KNOW you will be able to pay. Give yourself a little flexibility just in case. Keep a copy of your letter, and send it certified. You have more options than listed (except if they are offering you a discount)- pay what you can when you can. Good luck.

I got in a bad situation a few years ago and overdrafted on my checking accounts,2 of them, for around $1,100 on one and $780 on the other. When I went to open a checking account at a different bank, they wouldn't let me because of that.
I think they used check systems?????/ I forget the correct name for it, but I went to the old collection letters when I finally had the money and sent out money orders. When the money orders cleared, I went to the bank again and was able to open an account.
I am not saying you should just pay anyone, I didn't know about this site at the time and maybe I got lucky by paying a debt collector without validating and stuff but if you don't pay it will be hard to open a bank account if that bank does searches on peoples history.
Hope this helps and hoepfully someone knows that site so search your banking history.
