The "Pub" is just a forum that is meant for posts that don't fall within the scope of another forum. For example, if you wanted to tell a good joke that you heard, it wouldn't be appropriate to tell a joke in the "Collection Agencies" forum, and so a moderator would appropriately move such a post into the Pub. The Pub is available to all members and guests.
You can get to the Pub by choosing "Forums" on the top navigation panel (green bar) of any webpage in this domain.
