Are there limits to colliction agency fees? I have one trying to collect $150 on a $152 debt.

It depends on the note and the agreement. In 3rd party cases, the CA can charges a fee to the OC, which the CA will then collect on....it comes under "all applicable collection costs", or "cost of collections" in the original agreement.
