If a debt collector is calling, and there is no "permissable purpose" doesn't that fall under sales solicitation, and if I am on the do not call list, doesnt that violate the do not call list?

You would have to send them a "Cease & Desist" letter, then they can contact you one more time to inform you what they intend to do with the account, but they can't attempt collections. I think the "Permissible Purpose" is in relation to making inquiries on your credit report.
