What does it mean when you receive a letter from a CA that says they have been "Assigned the Account"? Did they purchase it?

Many debt collectors will use the word "assigned" so you think the original creditor still owns it to make it appear more legitimate or important. There is no way to know for sure who still owns the debt, although if it is after charge off, chances are the collector owns it.

It was a letter that said "assigned", not a collector. Collectors use the term incorrectly all the time, agencies are far less likely.
