what is the percentages taking out from each paycheck in the garnishment process?

Up to 25% is correct and has nothing to do with the state you live in. That is total garnishment and it is of NET funds. After taxes, of course. When I say "total garnishment" I mean if 3 entities get the court's permission (and ALL garnishment must be done through the courts), the total garnishment allowed from all 3 is 25%.
