question about consolidation

if we have been successful at negotiating with some but not all of our creditors, while a couple are not being as willing to work with us, can one do debt settlement or consolidation just with some of one's outstanding debts? or is it an "all or nothing" type deal?

No, there is no such rule. You can settle with the creditors who are willing to work with you while consolidating (if that is the right course of action) the others.
