Is this common before getting settlement in writing

The collection agency is requesting that a payment be made directly to the creditor before they can send a settlement offer of 40 percent in writing. A payment will then have to be made in the settlement amount within 7 days. Both payments are made out to the creditor and not the collection agency. The collection agency says this is to show good faith.
