I received a letter from a debt collection agency which stated that i received a dismissal without prejudice. I was never served or anything like that. Do I submit a DV?

I don't see a reason for that. The collection agency couldn't come up with sufficient details to prove their authority to collect the debt and hence the case was dismissed by the court. So, till the time they gather information on the account and sue you again, they can't collect the debt. Preserve the letter for any future references.
