So here's the deal, last April I took a $500 payday loan from Integrity Advance and never paid it back. I was in a real bind then and simply never responded. (I live in Delaware)..
So they are calling now (Integrity Financial Services or something) and I want to try to resolve it to a fair degree.. I know the last 'settlement' they offered last year was $700 or 2 payments of $500..
How should I go about trying to get them to settle for the fairest price?

agree, see if you can work something out with them to pay what you owe. because they are legal, they can take action against you. of course they cannot send you to jail or anything but they can sue.
