Well, in order to garnish your wage the creditor has to win a judgement against you and the creditor can sue you anytime after you default on the loan.
You can check the wage garnishment laws of Utah in the following link.

i dont know this answer off hand, in my eyes when in the line of negotiation i could care less with where a client lives, either way im trying to settle for the lowest regardless.
that being said, to get a wage garnishment you really need to neglect your debts, not only will your debt have to go to an attorney in your home state but they will have to serve you a lawsuit directly. if your choose to ignore the lawsuit they can either get a wage garnishment if your not already being garnished or they can get a lean on your home.
the very worst thing to do with debt is to completely ignore the fact you owe money, unles you literally have moved to some crazy place that no one can find you, not working and dont own a home

Is it common that they start garnishing your wages right away?
Is it common that they start garnishing your wages right away? I mean I am going to start working with them once I get their attention. I am just wondering is this something they go after right away. It seems to me it will be quite a process. I can see them going for it if I never talk to them or show any interest in wanting to settle. They can try to put a lien on the house, but I am not moving anytime soon and it has decreased in value so much that it really wouldn't be worth their time. Again looking at all possibilities..I don't want any surprises.

Any sort of garnishment would not happen right away. There is first the 180 days before charge off. Then if it goes to lawyer they could sue and garnish wages. If you are talking to creditors and trying to settle you will not be sued any time soon.
