According to my knowledge, garnishment of wages takes place only after a lawsuit has been filed and won. If the debtor doesn't turn up after being summoned, then the question of default judgement will arise and it will lead to garnishment.

Guest, your idea is right that wage can't be garnished in PA for payday loans. Most likely these people are trying to collect on behalf of an illegal lender. And, payday loans are illegal in Pennsylvania (check state law here). So, obviously they're blowing smoke.
