I gave a credit card number to receive a "free" sample of tooth whitener. Low and behold I find today my account charge for $40.00. I called the 800 number to find out why and it is this debt to wealth.com charging my account without my knowledge or permission. Isn't this illegal?

If something is "free", there's no reason to give your credit card number. Sometimes they scam you by saying it's for shipping charges.....Unfortunately, a lot of "freebies" charge for shipping.
