Unfortunately, the Massachussetts banking authorities are a joke. Every two years or so they issue cease-and-desist letters to 40-50 payday lenders . . . and then never take any action to enforce those orders. It's like they just want the headlines in the paper to look like they are "doing something" about pdls, but aren't willing to invest any resources. What good is it if everyone on this board insists pdl's are illegal when only about 10 states actually try to enforce those laws on a regular basis.
