WI question

I have a question regarding a judgment against me in the state of WI. I'm currently working with a debt settlement question. Had I found this site last summer, I may have tried to do the settlement thing on my own, however, I'm so far into it now, I feel I should continue. Also, the company has been pretty good in answering my questions. however, they say they cannot give me legal advice. I have money in my account with the settlement company and they are trying to settle, however, they are trying to get the amount lower than what the CA is offering.
My question is, I had a SC suit filed against me for a Citibank account by a lawfirm/collection agency. Needless to say, I lost and have a judgement against me. I received the financial disclosure form (I have until next Friday to fill it out and mail it back). My question is about garnishment/freezing of my bank accounts.
1). In WI, i found a statute 815.18 (http://www.legis.state.wi.us/statutes/Stat0815.pdf), that says that they cannot get anything in my accounts that is under 5000. That is exempt. Am I reading that correctly?
2). Also, i have accounts for my kids at the same bank. Can they freeze those? I think technically since they are minors, my name is on the account as I can withdraw money from their accounts.
3). Do they have to go back to court to garnish/freeze my bank accounts?
I'm concerned because we have a couple thousand in the accounts right now, but that is mostly earmarked for mortgage, bills, and car repair, not to mention income taxes. I'm worried about them freezing my account and checks for my mortgage, etc being returned for NSF.

The judgement holder may try to collect from the other accounts
The judgement holder may try to collect from the other accounts too. You may check out with the bank about their policies on freezing account.
