Settlement with Collection Agency

I sent a settlement letter to Chase Bank offering 25% on a Chase credit card debt of $ 22,081. I received a call from a Valentine and Karbatas, Inc. from Lawrence, MA and they emailed me a letter that said that they will "provide a full release of this liability of $5,521."
And "upon successful negotiation of funds, this will represent a settlement in full and our client will update your credit report accordingly".
Is this the best deal I can get or should I try to get something better listed on my credit report?

Do I pay off the CA or do I go back to Chase and deal with them?
