CI making Inquiries without trying to collect a debt

I recently noticed that CI has made two credit inquiries with one of the credit reporting bureaus. The thing i am questioning is this:
I have no clue what they are trying to collect on as i have multiple "bad' debts that i am tryin to pay off.
They have not reported any "bad' debt that i owe them on any of the three reporting agencies.
I was under the impression that the inquiries that are seen by potential lenders should only be from entities that I have tried to get/have credit with.
Other collectors (some of whom I have a payment arrangement with and some i do not) do inquiries but they are the "unseen" kind.
I just want to know if CI can legitimately inquire about a debt i dont even know about on the inquiries which affect my credit rating. I dont mind going toe to toe with this group of yahoos but i need to know that i am standing on firm legal ground. (not talking out of my bum) I am working on my credit score and really dont appreciate their underhanded tactics to bully me if that is what this is.
p.s. they also may have tried to call but i never answer phones. i hate talking on the phone and figure if anyone has a legitimate bill for me they will send it snail mail as legitimate businesses DO.

The CA has permissible purpose to pull your report if they are collecting on a bad debt or own a any debt.
Not all CA's report...they could be collecting on behalf of someone else.At the CA I worked for, we pulled reports all the time but we did not report since we had been assigned the account. And we did hard pulls. There is no legal requirement that says it has to be reported.
Do they have your correct mailing address?
