Citibank/United Collection Bureau Debt ?

I have a debt with citibank for $5,000, it was charged off .
And I got a letter today for United Collection Bureau to pay the full amount.
I am not able to pay off the whole debt in full. But, my pay has recently increased and I can make payments.
Who do I contact for the payments? Citibank or United Collection Bureau?
I am in California.

Since the account has been charged off you would have to contact the collection agency that is currently reporting the account to the bureaus. You may negotiate a settlement with them. However, before sending out any payment, ask for a debt validation from the collection agency.
