Unauthorized Collection Inquiry on Credit Report

I am working to rebuild my credit, and have had no inquiries for new credit for 2010... except for a collection agency that I've never heard of, who inquired on my report in February of 2010.
Can collection agencies check your report like this? I do not even have an account with this CA listed on my credit report. What can I do to get this removed?

They must have what is called 'Permissible Purpose'. That is, a legitimate reason for looking. You can send them a debt validation letter of sorts, attacking their right for 'PP' (see above) and they have to prove it, else you can sue them for $1000. Easy.

Do you have old debts that are unpaid that might have fallen off your credit report? The debts themselves are still valid and would give permissible purpose to the CA to pull your report. Call em and ask.
