We owed usaa for about $14k ( credit card ) Usaa sent our account to
outside agency - Question? can i still call the usaa to settle debt? or do
i really have to call that agency?

It would depend on whether your account was sold to the outside
It would depend on whether your account was sold to the outside agency or is still owned by USAA. The first thing I would suggest you do is find out whether USAA still owns the account, then deal with that company.
