Debt Consolidation Loan vs. Ch. 13?

I am wondering what the best option, in your opinion, for my husband and myself to work out our financial problems would be. We struggle and barely get by paycheck to paycheck, I have had to ask my mom for help just to keep the power on recently. We have a huge car payment, insurance, at max 7 allotments, and sometimes don't have enough for gas for him to get to his base. I have a title loan on my car from awhile back so that I could pay two of our larger bills. I don't know what to do anymore. I thought about a debt consolidation loan, but don't know if it's such a good idea. I read over this bankruptcy information, but I am not sure that's a good idea either. Right now we are so bad off, I don't know if we will be able to come up with the last 150 dollars for our rent, much less gas money till the 15th. I apologize for rambling, but I really just wondered what you thought, is Chapter 13 the best option for us right now? Thanks
