need advice

I posted here before that CITI bank sue me for credit card debt of $11k.
I called their attorney's office again today & they needed $8k to settle my debt which i do not have that amount. I told them that if ever i have some money? i can put it as a down payment then the rest i can do a
monthly payment but they said i can do that but it will have to be the
actual amt of the debt which is the $11k plus interest, atty's fees & court fees - ( they are horrible!!!!!!!!) & they said if i have a counter offer- i can
write a letter but the debt collector told me - it will be hard because you
have to show us your pay stub, if i have savings acct, stocks or bonds &
i have to show them property value assessment if i own a house which i do, if i have 401k & i have to show the wdrawal of terms & conditions & loan denial ( 90 days if i apply one ) & bank statement for 2 months.
QUESTIONS? do they have the right to ask me for all of this??? I have to show all this that they want & i am worried because there's money that came in our bank acct for about $10k coming from my husband's disability but we have to pay $5700 the usaa bec we owed them cc for about $14k now if i send my statement to this citi's atty then they will see this money that came in & it will probably harder for me to settle with them.

Any advice pls do....Im so confused on what to do now...
