Help! Loan with cashnetusa in AZ??

We had a loan with cashnet usa online. We live in AZ. we recieved a letter saying they will sue and garnish wages and report to bad check department. Can they do all of this. They want more a month than we can pay. We can pay something but they wont take it. Should we send what we can anyways? Can they garnish wages and sue? are they licensed in AZ? please any help is greatly appreciated. We have already closed our bank account. The loan is for 700 dollars if that helps.
