can CA refuse ceritified mail RR?

I am dealing with ACR- Advanced credit recovery, https://www.acrnf.com/index.html, which is located in upstate NY- 6000 N. Bailey Avenue Suite 1E Amherst, NY 14226 (last location i could find... also listed in Niagra falls, but its always tough with these types! i sent a validation letter to both addresses to be safe).
They are attempting to collect on a PDL that I tried to settle (paid all principal, demanded PIF, PDL ignored and attempted to debit ACH, got it reversed, never heard from them again nor did they respond to BBB). The PDL sold my debt to NCA, who has put the item on my credit report and referred the debt to ACR (i assume because ACR would be eligible to collect as I reside in NYS).
Anyhow, i sent validation letters to both NCA and ACR on thursday, certified mail with return receipt. Its very possible that it hasnt made it to NCA (kansas) but It MUST have gotten to ACR in upstate NY by this time. My concern is that I'm still getting calls from them and have not gotten my RR yet to confirm when they received the letter.
Can a CA simply refuse certifiied mail RR and continue with collection efforts? I'm at the end of my leash with these a**holes, calling my office with robo dial and every family member up and down eastern seaboard. I wont copy the whole thing in here, but my validation letter was air-tight about no phone contact.

also- never got letter notifying me of debt from NCA EVER. firs

check your usps receipt from when you mailed it--there is a trac
check your usps receipt from when you mailed it--there is a tracking ID number on it. You can go on the usps website and enter it in to track the mail. Doesnt always have an accurate update but if they refused it, there would probably be a note in there about that.
