settling with citi card

I am in negotiations with CitiCard. My balance is $21,000 and I am 4 months late. They sent me a letter 2 months ago about settling for $13,000, I don't have that money sitting around so I ignored it. A week ago I rcvd a letter saying that if I didn't contact them my account would be sent to a lawyer in my area. So I called them. I don't have much money, but I can come up with some. So I offered what I had, $5,000. They came back with $9.600..which of course I don't have. So they said they would call in 2 weeks to see if anything had changed. I was going to call them in a few days, and send a letter.
My question is....are they more willing to go lower on the settlement amount closer to the "charge off" date? They said I have until the 19th of June before it goes to litigation.

I would wait it out if I were you. If you do send a settlement offer, make sure you send it certified. When you speak to them on the phone, ask the employee's name and direct phone number, keep notes of the subject matter discussed, and make sure the person you are speaking with knows you are doing so, stick to your story with the amount you can afford.
