I have a judgment issued against me. I want to do an emergency filing. In Texas, are there any restrictions to filing an emergency bankruptcy.

Bankruptcy is governed by Federal law not state law. Once the judgment has been issued, bankruptcy will halt any attempts to get a lien issued. If you don't file before a lien is granted by the court, then your creditor will be considered a sort-of secured creditor and be paid from your bankruptcy estate accord to the priority rules.
