Do I still have the option to negotiate a lower settlement at this point if I offer to pay in full?
If so how do I go about doing this.
Also wanted to offer a big thank you to everyone who has advised me on this forum. Also on my credit report this is still listed with a collection agency and not the attorney. It dosen't show that I am paying as agreed. Once it is paid in full who should I write in order to get this listed as Paid on my correct report?

You can try to negotiate a lower settlement, but I sincerely doubt it would work because you signed the judgment agreement agreeing to pay. The time to negotiate would have been before you signed.

A stipulation is a contract. Did the stipulation specify the Plaintiff would make up-to-date credit reports? You can attempt to negotiate and settle which would save you money, but since you stipulated to a specific amount, they might not be willing to reduce the judgment. If I were in your shoes, I would call and ask the Plaintiff's attorney to make sure his client fulfills their legal duties under the Fair Credit Reporting Act and then back it up in writing. It can take up to 90 days to get Plaintiff to issue a correct report and have it noted on your credit file.
