I live in the State of Virginia. What is the SOL on consumer debt? If a judgement has been entered against me for a debt that has passed the SOL, can the creditor still collect?

The Statute of Limitations on credit card debt in Virginia is 3 years. The creditor can't win a lawsuit against you after the expiry of the SOL. However, if the lawsuit had been filed before the expiry of the SOL, then you can do nothing about the judgment. You will have to pay the judgment amount. If it was not filed before the expiry of SOL, you need to prove that, and file a motion to dismiss the judgment.
Another thing that you should remember is that, expiry of SOL does not make the debt uncollectible.
