Cranberry, if the collection agency is using abusive languages or threatening you, you can file a complaint with the Federal Trade Commission. According to the rules of Fair Deb Collections Practices Act or FDCPA no collection agency can use abusive languages.
Rather than talking to them over the phone you can send them a letter on your payment plan. In the letter clearly mention your problem, as to why you won't be able to afford more than what you are requesting them to take. Attach a copy of your monthly income and expenditure along with the letter. Send the letter through certified mail, requesting a return receipt. See, if this works out.
