Has anyone heard of this? I'm guessing it may be a VERY old credit account, bought by a collector? But I've never heard of these particular tactics before...

Sounds like a scam to me. Every legitimate collection agency (or collection department) would know that a restraining order is not something that is used for debt collection. A restraining order prevents someone from doing something, like going within a certain distance from another person.

they are in fact a collection agency. if you contact them expect the harrasment to increase. i have a very old debt with a cc# owned by citi group so i assume they bought the account, all i know is they have called every realitive with same last name with same story.
as i am retired in costa rica and i dont feel i owe them a penny the can go f%%k themselves

We received this call too. Same story, same everything. They asked if my mom's birthday was on November 5th. Not knowing what to do and being somewhat scared, my mom said no and gave them her real birthday. And they just hung up.
What might happen now? We're all kinda scared of what could happen, if anything. What can you do with knowing somebody's birthday? They obviously knew her address, name, and home phone. Any input would be greatly appreciated.
