I got debited $390.00 from loan shop from my account which I did not authorize from this account and not my rent is due and can not pay it.

Most banks ask consumers to report an unauthorized transaction within 60 days from the day of the transaction. So, if it's not more than 60 days since the unauthorized transaction in your account, then contact your bank and tell them about it.
If the payday loan shop cannot validate the transaction, you'll get back the amount. So, as of now, contact your bank and notify them about the unauthorized transaction.
