I think the only ones that will survive legislation are the non-profits. Like Soaplady said - the CCCS ones are good and have been around for many many years. They will survive, but the ones that are charging huge upfront fees and not accomplishing anything for their clients will be made illegal soon in many states and other states will follow.
I think the need to settle debts has been brought on by the economy. Before the economic crash, I made plenty of money and had no debt. Tried to keep business alive thinking things would get better and then they didn't and here I am settling debts I can't believe I had to begin with.
