Can one realistically request to negotiate on "Paid in Full" and pay to delete basis even in a debt settlement negotiation?

Sometimes you'll read a great success story where that has occurred.
I settled 87k for 27k and did not get the wording, PIF or PTD.
But I am free of plastic and on top of the world.
