No, this is against Fair Debt Collections Practices Act (FDCPA). According to FDCPA, no collection agency is supposed to call other members of the debtor's family or friends and neighbors. You can file complaints with the Federal Trade Commission, and the State Attorney General. You should also try to dispute this item off your report, as the CA have not responded to your validation request.

Lisa...read your fdcpa...this is not what it says. The FDCPA specifically states you may contact 3rd parties for location information only. The issue here is the DV and cease and desist....they should not have been contacting third parties under these circumstances unless they were making the one call post DV stating they were discontinuing efforts or forwarding the file on for further legal action.
