no name phone calls

MRS has called my cell phone # several time (using different area codes each time they call);There opening statement is that I should attempt to contact a relative as for that relative to call a given phone number which they ask me to pass on to my relative. That relative is located in Heaven with an unlisted phone number. How legal is this action on the part of MRS?
They just skiptracing....no disclosure. They may have mulitple
