I offer a collection agency an offer to pay for delete ,but they refuse.

It's not always possible to get a pay for delete. Their agreement with the credit bureaus is that they will report all activity accurately and since you owe the debt, deleting it isn't accurate. That doesnt mean that some agencies don't do this, but a lot of them aren't willing to risk their credit reporting abilities to collect a few more dollars.
