The first one is a consumer finance company, and there are CSO (Credit Service Organizations) for which they are not required to follow the payday loan laws in your state nor are they required to be licensed to lend in your state, so it makes a difference in legality depending on which address your lender has.

once you get the green receipt they cannot contact you without validating.FL is a two-party state so you must inform them when you record calls,but you can start a log of calls you can use if you need it.some bottomfeeders will just pass it along to the next bottomfeeder,but some will violate the law by continuing collection activity.btw there is no set time a CA,or JDB unless in TX to respond to a DV letter.just if they can't validate they can't attempt further collection.

The consensus of opinion is that Internet (not storefront) Payday lenders and CSOs fall under the Florida Consumer Financial Act regarding all small lenders. The law requires them to be licensed in the State regardless of their geographical location. If they are unlicensed their loans are not legally collectable! There is also an 18 percent cap on all small loans!
Collection laws in Florida parallel the FDCPA but apply to not only third party collectors but original lenders also! These claims can be filed in small claims court and move much faster then Federal Court FDCPA charges! There's your ammo! Load up!
