is it legal to receive a telephone call to a cell phone from 877-342-6403 and tell you that they have a file on you about you needing to appear in court and that a call needs to be returned so that this can be discussed

The only time it would be legal is if they were telling the truth. This sounds like the common illegal methods used by bottom feeding collectors for payday loans. They use quick hit techniques to try to scare the money out of you before you calm down and investigate the situation. Illegal....

any one have any luck finding out the company name associated with the number? I've had 7 voicemails from "Cathy" stating that she'll be stopping by my residence to serve me... - i know this is threat is illegal, so I'm not answering/returning the messages. but I'd like to know the company name so I can file a compliant.
