Settlement Ph #s for Citi Card & USAA?

Hi,
I'm a new member of this forum. I found it while researching how to settle my credit card debt with Citi Card and USAA.
Does anybody have the best phone numbers to call to start negotiating a settlement amount?
Also, what can I reasonably expect to get in terms of settlement?
Citi Card balance = $35k Last payment made in late March 2010
USAA balance = $8k Last payment made in early March 2010

In most cases, you just call the number on the back of the card
In most cases, you just call the number on the back of the card and they will forward you to who is handling your account now.
Do a search of this site to see how much are settling with for these cards.
