If no one can find it, What should I do? It would be next to impossible for someone to prove the card since it was always used at the pump and no signature was ever required... It is literally the last card I have to settle and I want this to be over...

There must be something listed there regarding this account on your credit report. You need to check that out first. If Portfolio Recovery is there on your credit report, send them a debt validation letter through certified mail, requesting a return receipt (CMRRR). if Portfolio Recovery fails to validate the debt, you can dispute this debt with the credit bureaus.

Thank you for the responses No one has showed up on the credit report yet except for Citi.... Regardless, that was my thought process as well to dispute it and see what comes of it. My fear is that is surfaces in five years having blossomed from $400 to $4,000...

Portfolio could have sold it to someone else. Citi will only know who they sold it to. I would dispute but chances are it will show up again with which CA owns it.
