PDL Help Question

First, I live in Ohio. I have several pdls internet. I know 5 are illegal to do business in Ohio. They all went into default July 9. I overpaid a few of them and with the CD letter, I asked for refunds and pif letter. As of today, I have not heard one thing from any of the pdls except for 1 that is legal to do business in Ohio. I have filed complaints with OH Attorney General's office on the illegal companies. It is normal not to hear from the companies? I sent them all a letter again last week asking for refund/pif letters, but still nothing. By not hearing from them, is that good or bad?

It is, sort of, normal that illegal PDL companies stop contacting the moment you send them the letter stating you want a refund. You can also file cases against them with the FTC and with the Ohio Division of Financial Institutions.
