Rate Reduce??

how often are interest rates reduced? some cards are at 11% while another is 24%
I have only heard of rate reductions when a cardholder threatens
I have only heard of rate reductions when a cardholder threatens to transfer a large balance to another card! I do not think that happens much anymore!
