Cell phone collection

CBE will not give me a statement showing how much I owe them. They will only tell me verbally over the phone. They say they will send the receipt in the mail to me after they receive the payment. They say that by law they only have to send one invoice out, which I never received. Also, they will only give me a P.O. Box address to send the money to so I can't send it and get a receipt of delivery from the Post Office. This debt was for a cell phone contract that I let a friend of mine take over. I assumed she paid it until I applied for a loan and found out the debt was still outstanding. My credit report said I still owed $300.00, but CBE says I owe $466.00. I live in Indiana.
