Are the creditors that come after you (and sound like they are calling from a foreign land - - - given the "clicking" noise on the phone and the delay between speaking and hearing their replies) actually calling from somewhere in America? I mean, wouldn't the "Capital One Headquarters" be in one of our major cities?

Nope....call centers can be anywhere. Citibanks largest call center I believe is in Rapid City South Dakot...not exactly a major city. Creditors do outsource a lot though to India and Costa Rica....costs are cheaper. And the clicking means nothing...with fibre optics and internet calling, the clicking could be just about anything.
